What is an SIO and Why is it Legally Required?
In Indonesia, operating heavy industrial machinery without a valid Surat Izin Operator (SIO) issued directly by the Ministry of Manpower is a severe statutory violation under Permenaker No. 08 of 2020. A standard public driver's license (SIM) or an overseas operator card holds zero legal validity on Indonesian worksites.
During routine Disnaker labor inspections or client HSE audits on EPC sites, an uncertified equipment operator triggers an immediate equipment impoundment notice (Nota Pembekuan). In the event of an incident involving an unlicensed operator, insurance claims are denied and project management faces direct criminal prosecution under Law No. 1/1970.

Holding a certified operator is only half of the legal requirement. The machinery itself must possess a valid, active Surat Izin Alat (SIA / Riksa Uji Certificate) issued within the last 12 months. An authorized operator driving an uncertified machine remains an active compliance violation.
